Overview

 The purpose of Project Procurement is to deliver measurable value to the projects through driving the establishment or improvement of competitive frameworks and markets for the purchase of goods and services, enabled by e-technologies and resulting in continuous improvement, improved Supplier Safety and measurable savings.  Project Procurement provides procurement and supply chain expertise to various projects for Savage Services.

 

Project Procurement comprises a team of people working across time zones, across cultures, in a virtual environment, with demanding work targets, and where special attention must be paid to developing interpersonal relationship, effective team(s) and organizational trust.

 

This role is to support the Company with strategic contract formation assisting and supporting the project plan(s), day-to-day contract administration and procurement activities with primary projects for Savage.

 

The role calls for a solid understanding of project management principles and the associated procurement and project controls requirements. Knowledge and experience of contract administration, contractor management, meeting protocols, and commercial / contract principles, including document management and records retention is required.

 

The Project Procurement Manager will have demonstrated experience with major projects, sustainability, and health and safety, including Contractor Management requirements and must proactively ensure Savage Standards are prioritized in the procurement of goods and services.

 

Responsibilities

  • The ability to drive Savage Services Safety, Environmental and Sustainable Development principles into the project procurement processes and outcomes.
  • Display the ability to work (and assist others) to tight deadlines and in high-pressure environments.
  • Work with Suppliers, Contractors on commercial, contracts aspects, and demonstrated ability to meet project quality, timeline and budget requirements.
  • A good understanding of and ability to apply, sound contract administration methodologies applicable to Project Procurement activities.
  • Familiarity and ability to utilize Project Management Tools, Electronic Commerce tools in order to add value to the procurement process, and compliment project controls activities.
  • Familiarity and ability to utilize Electronic Document Control tools to add value to the procurement and contract processes
  • Awareness of project schedule pressures and ability to utilize this awareness to support stakeholders when sourcing for the project.
  • The ability to handle multiple tasks and activities that involve a moderate level of complexity, financial and operational risk.
  • An ability to work with defined processes and systems, and to contribute to the refinement and to define these standard processes and systems.
  • The role is specifically required to use experience in Word and Excel to format and draft Request for Quotations (RFQ), Recommendations for Award (RTA), Notice of Award (NOA) and conform contracts.
  • Relies on experience and judgment to plan, negotiate, and deliver on a predefined outcome
  • Manage supplier contract/price negotiations as it pertains to projects. Dollar ranges up to $200 MM+/year. Achieve savings > 5% of contestable spend for defined goods & services.
  • Reach agreement on procurement cost for the project with the ordering party or project manager, control procurement costs, and ensure costs stay within project procurement budgets.
  • Immediate notification to the project manager of variances to supply for appropriate response protecting the plan
  • Represent Savage Indirect Procurement within the capital project team. Define procurement workflow including interface to external procurement service providers (e.g., EPCM) and ensure execution, where applicable.
  • Responsible for total procurement cycle of material including sourcing, planning, purchasing, delivering, and returning of material in support of project requirements.
  • Responsibilities are not all-inclusive and may change based on the need of the company.

Qualifications

 

  • Bachelor’s degree required; technical degree preferred; project management certification preferred.
  • 5 years purchasing experience in a related field of expertise, or in other fields with focus on internal and/or external customers.
  • Possess knowledge of business law, accounting principles, familiarity of state tax laws, "Occupational Safety & Health Act" (OSHA), "Environmental Protection Agency" (EPA) and state licensing regulations, as well as a basic understanding of Quality Management Systems.
  • Advanced knowledge of Project Procurement principles
  • Good interpersonal communication skills
  • Travel can range from 10% up to 30% of the time dependent upon project needs
  • Self-motivated and proactive

This position works primarily in an office /outdoor spends equal time in a shop and outdoor environment, which contains coal dust and has weather extremes as a factor (hot & cold environments)

  • Potential to work at heights as well as climbing stairs dependent upon project needs
  • Be able to kneel, rise and navigate field /site inspections of projects
  • Lift up to 50 pounds
  • Must wear proper personal protective equipment as environment and position dictate 
  • Must have the ability and willingness to perform the essential physical functions of the position
